Who the hell sends a dog back to the shelter after twelve years? It's a dog not a pair of shoes.

It's hard to imagine the shit you see at a shelter. People treated their dogs like garbage.

My guess is someone who is incapable of caring for the dog in its last years for one reason or another. Similar to puting an old family member in a "nursing" home.
