I used to assist with dog transports from shelters up and down the coast, and with shelters in TN, KY, and OH. Volunteers would take sections of the ride with a dog or two and hand them off to the next link in the chain. Some shelters charge adopters a fee for driving a dog to help recoup some of the cost. It's definitely worth asking about it.
