I'm not sure exactly what it is. It's not worth figuring out and I really don't care to know. I don't spam so it's irrelevant.

I've tried to get the @admins to increase the submission wait time significantly to avoid this but no response.

I was just asking to confirm it was even there. I don't find it personally relevant because I don't think I'll ever encounter it.
