The only way to prevent them from doing it again is to sue the crap out of them.
If the payout is large enough, the police department can lose insurance coverage which basically guarantees the destruction of the entire department.
You can sue individuals for civil rights and strip their protections, this pigs house is in play.
Awarding them tax money is not the answer.
That’s the catch, the insurer will pay out, then when the police department gets their insurance canceled on, they typically have to dissolve the entire department as the local city doesn’t want the liability. It’s happened dozens of times within the US.
Insurance is for the department, my understanding is that you can sue the individual for civil rights violations. a.k.a. Take their house.
