Sorry. I figured it was one of those ubiquitous phrases that everyone knows the source of. Like, "there's no place like home" or "we're gonna need a bigger boat." But yes, it's from Dune.

Fear is only the mind-killer for niggers. It shuts down their higher cerebral functions. Whites can still think and reason, even when afraid. That's what makes us better quarterbacks than niggers.
