You know how there are scout ants that enter houses looking for treats? They travel by themselves just wandering around randomly. Then when they find something they lay a chemical scent trail back to the colony to lead others to the find. As other colony members follow the trail to see what the goodies are, they lay a trail too. Pretty soon you have an ant interstate running into your house to get that slice of cake. Another analogy would be how lightning sends out feelers in all directions until one finds a good path to ground, and then everything gets dumped down that path. Well, this is how totalitarians work (how fitting that they work just like mindless drones in a hive). These things are tried out in localities as a feeler. They do it somewhere where they'll have popular support as political cover and then see how the legalities work out. They're basically throwing ideas at the wall to see what sticks. When something sticks it will snowball in months to be all across the country in liberal shit holes everywhere.
