According to [Popular Science](https://www.popsci.com/technology/tracking-private-jets/) ([archived](https://archive.ph/MsbQg)) to have your flight’s passengers remain anonymous all you have to do is “attest[ing] to a safety or security need”. Anyone wealthy enough to fly in a private jet can reasonably make that claim. It will become the default. A private flight with unregistered passengers will not arouse any suspicion.
