What do they plan on charging them with exactly? They are allowed to do that.
I pray that if they are charged that they fight this law's clear violation of the Constitution and win. I laughed the first time I heard about "hate crime" being a thing, knowing that it's a violation of the 1st Amendment. I underestimated the entrenchment of the judicial branch.
Some states have an ethnic intimidation law on the books, that revving of the engine is perceived to be a threat.
