in big cities where theres these kind of junkies, they dismantle everything in bathrooms in their psycho episode. They'll bring tools and smash locks and stuff. it's probably hard for staff to care about reporting a broken lock to have it fixed and broken again shortly after. While I DID NOT KNOW THEY DID THIS AND ILL BRING MY OWN TOILETE PAPER FROM NOW ON, I can see this happening out of laziness and convenience. This is evil out of neglect, but if they know this will put others at risk of catching whatever disease they have, then it's just evil.
