The states highlighted in green (including NY) allow you car to be registered in another state, which can be taken advantage of by registering your car in one of the states highlighted in blue.
So, MD law, that says you need to register within 60 days of moving to the state,,,

You can get away at that level in nearly every state.
Grace periods don't count.
My point exactly, you have MD marked green, yet the law there requires you to register the vehicle within 60 days of moving to the state. At which time you will be faced with a 6% excise tax, minus excise tax you paid at previous registration.
That law, means out of state registration is a grace period... not a you can just do what you want.
