Facebook is not a program, it's a website. You can download a program that let's you access it instead of using your browser. It started only as a website, the program came later.

A website is a site using a web server to allow access to its users or viewers. You don't need to download a specific program to access it other than your usual browser. What do you think a website is?
As a web developer I have first hand experience on what a web site is. Along with the fact that in order to optimize and run more efficiently we put files on the visitors machine. These files can run code (which is all a program is.) Less scrupulous developers will run malicious code that can do a large variety of things. These programs are commonly known as malware and virus. So as I was saying... There would be no use in using anything fake if you are going to visit and sign up on the site.
