Ok. there is possibility that two gangs for some reason chose this place for his showdown. But to cause such damage just with missed shots don't keep water. In fact, it's not easy to damage such stuff if you don't hit critical parts. So, this is not just damaging property, this is shit which directly affect community. In my dictionary this is terrorism.
