If housing was a free market prices would begin to correct by the lowering of housing prices cause no one will buy at the current price. They are already beginning to do that. But the market doesn't move at the speed of light, especially when you need sellers to come to terms with the emotion that they are not sitting on the gold mine they might have thought their house was worth. But the market is way better than anything the government would do.
