When I was living in Houston they ok'd babies in car seats for the HOV lane. There was also people who used sex dolls and mannequins to use it as well. Personally, HOV/carpool lanes are a stupid fucking idea. They suck up two lanes of traffic in either direction for a shitty bus service and light rail to no where.

I agree. Often, I find the single HOV lane has one driver going slower than the traffic in the other non HOV lanes. This is absolutely infuriating.
