Pro-life women can keep or return their passes if they choose. Or, they could give or sell their passes to pro-choice women who already used their passes and are desperate to have another one. The transfer of the pass needs to be done before a judge and with two witnesses present. Any woman can have any number of passes transferred to them if they are able to find someone who will give it to them or sell it to them. A national registry and federal agency would track the status of the passes and passholders on a blockchain system as well as perform the function of issuing passes to women when they turn 18.
Upon reaching the age of 18, a woman will need to sign up for the program no matter their political or moral stance on the matter is. Failure to register with this "selective service" will reduce a woman's ability to get federal education loans/benefits, limit access to civil service jobs and training programs, federal home loans and any other federal services and programs including WIC and TANF. Passes will remain valid until used or inactivated upon surrender to the agency responsible for the national abortion pass registry. No transwomen will receive an abortion pass pursuant to a genetic ID test.
This system will illuminate many dark corners of the abortion industry. The demographic information for pass transfers/sellers and pass receivers alone will make visible to the world who relies on abortions for their lifestyles. It will also enable pro-life women to choose how they use their passes and pro-choice women will have to find ways to procure additional passes if they desire to have more abortions. Like cryptocurrency, over time the availability of passes will diminish because it will be bound only to new passes created when living women turn 18. I'm not sure how that will play out over time, but it would be an interesting thing to see evolve.
