Unlike a volcano, the magma typically does not reach the Earth's surface. The dome referenced in the encyclopedia is a mountain not the dome of the firmament. Thirteen thousand feet is awful low don't you think considering Mount Everest is 29.032 feet high? Airplanes can fly even higher than that so a dome of just 13,000 feet would have been run into even back in 1958.
