That's not fiberglass. That stuff is usually a plastic fiber like polyester or polypropylene. Fiberglass would not work out well for air filtration. It can also be a metal ribbon in the case of electrostatic filters.

A more thorough internet search shows that fiberglass is an option for some kinds of air filters but most air filter media is made of synthetic fibers of plastic. As for aluminum, that is aluminum mesh or an aluminum frame. The carbon is carbon on another substrate, commonly a plastic fiber. What exactly are you afraid of here? The aluminum isn't going to harm you. The plastic fibers are durable enough that they won't be breaking off and the whole thing is disposable anyway so they won't be in place for very long.
Are you just looking for something to hang your fears on or push other people into fearing air filters now? Cite some evidence that air filters are harming people if you can manage to find credible information on that.
