I'd put the 67% niggers in New Orleans up against any other % niggers in the country because New Orleans niggers are the most niggerest niggers.

Charleston proper, maybe. North Charleston which IS technically Charleston, hell no. When looking at cities, you need to be taking crime into account in and around and not just race%.

The msa (metropolitan statistical area or the actually city area as most people would know it is usually much more white but unfortunately don't have a say in the government of the city which could be corrected by changes in states laws and would really help.
