It looks like a scissor lift for jacking buildings. Would be used in conjunction with other lifts. or left in the carry the weight of a support if the problem wasnt solved.

I'm pretty sure that it is a motorcycle scissor jack for big bikes. Like a full dresser Hog.

I haven’t seen anything.When I was looking it over earlier all I saw was an inspection sticker

My awful guess would be used for adjusting joists, given it's size. A bunch of them together, given the adjusting mechanism, would work to help Leven something incredibly heavy

What's the top look like? Any sort of wear marks?
