You've got to be a real piece of shit to go after someone doing honest work for cash to live.

You want to go after the nigger selling crack with five kids, all on gov tit, driving a brand new challenger on 26's, have at it.

This pdf reads as though they are going for first type, not the second. Fucking cocksuckers.

The nigger selling crack will shoot them. Someone doing day labor won't. Low hanging fruit.

They already started going after lemonade stands a few years ago. I remember seeing some report it pamphlet being handed out. I think one of the lemonade companies put it out.

This PDF also serves as a guide to the targeted people for what to avoid.

Intentionally avoiding taxes is tax evasion/fraud. Not knowing wtf you're doing and unintentionally under reporting is not fraud but a mistake. There's a difference.

Setting yourself up a tax strategy that is beneficial to you is not illegal but good practice. I've been able to lower my tax burden legally through lots of research and learning, a few hard knocks but ultimately rewarding. As kiyosaki? Would say "make your money work for you!"
