If you know what freq to hit the rfids then anyone can technically track the tire. It would take extensive investigation to correlate ownership to the ping though. Government would be the only one with the resources to do that.

Plus rfids are not really secured beyond the device to program it. I've put the 14 words on a pile of tagged rigging equipment over the years
