Looks more like the clearcoat was defective and the plate's old enough it started peeling away.

When Ohio switched from aluminum to galvanized steel plates, they were all defective. You'd get plates that could rust away in a year's time. You'd get a ticket for an obscured plate and the state would charge you to replace them, even though it was their fault in the first place.

It's a thing. Niggers do it to evade traffic cameras and plate scanners. California didn't make only niggers' plates defective. You never see it on humans' cars.
