Looks more like the clearcoat was defective and the plate's old enough it started peeling away.

When Ohio switched from aluminum to galvanized steel plates, they were all defective. You'd get plates that could rust away in a year's time. You'd get a ticket for an obscured plate and the state would charge you to replace them, even though it was their fault in the first place.

It's a thing. Niggers do it to evade traffic cameras and plate scanners. California didn't make only niggers' plates defective. You never see it on humans' cars.

Depends on why. Niggers are doing it because they drive about how you'd expect a trained ape to drive, so they amass a lot of tickets for running red lights, reckless speed, and stolen cars. They get caught by cameras a lot so they're trying to reduce the consequences of being a trained ape trying to make it in a civilized society.
