My opinion. They arrest these guys and they take their information down and open cases. They drop them off knowing that info. The state allows the people to return to the area so they can further "incriminate" themselves. Days and weeks from now, they'll all be dragged from their houses in the dead of night and tossed in a cell where they'll learn the full extent of the charges leveled against them for the "insurrection" they took part in.
