I used to live in a liberal hell hole. Not all restaurants implemented all these things at once, but I experienced all of these customer hating policies at various restaurants. I refused to patronize the restaurant that had a $100 minimum spend per person. Their excuse was Wuhan. Granted, their prices were high enough that it was likely your bill would actually be that high.
The mental gymnastics for the kitchen appreciation fee is that due to high menu prices, the front of the house staff makes much more money now than the back of the house staff. So, rather than pay their staff more, they use the communist approach of forcing customers to pay it.
Unfortunately, using your credit card to make reservations has become all too common. Fortunately, all you have to do is show up and your card doesn't get charged. This isn't a problem for me so I tolerate it. However, when added together, these policies are not customer friendly and I've basically stopped going out.
