It kind of is racism. Blacks should not be held to the same standards as White people. They are not responsible for their actions like Whites. Thats how I understand this case. The black gangbanger is not culpable for any part of this situation because they are not a conscious actor. The entirety of the outcome rests on White people for crisis management
