I think it's hilarious that the article mentions no permission for a protest has been given.

Yeah, that's cause it was already told to the government in the constitution that limits on free speech, especially the right of the citizens to bring grievances to their representatives was something the people are entitled to do, and therefor no permission need be asked for, nor should the government think it has the right to limit that speech or grant permission in the first place.
