I took a road trip up to NJ about a decade ago and i distinctly recall I95 going onto the western portion of the beltway and the northern bridge to DC being hilariously over crowded.

Block the western portion of the beltway, no food from the north via I95, no food from the south via I95, no food from the west via the highways between or that tie into I95 I think. My memory of this is kinda shit but but if we're imagining the beltway loop as a clock I95 overlaps from 7:30 to 11:30.

Anybody here know the siege at Alessia? Julius Cesar built two walls around the city one to siege the city and the other to block the enemy from ending the siege or reinforcing the city. With much smaller numbers he kept up the siege and won after many months.

The beltway can easily become that two sided wall.

Block the inlets to the city let other trucks on but block them from entering the city, create the traffic jam from hell.
