Temperature is the measure of average kinetic energy in a system. So if you are adding the average kinetic energy of one system to another, yeah, 0C+0C is > 0C from a physics perspective but makes no sense from an arithmetic perspective.
The question needs more context to make sense.
You can't add temperatures without meaning.
This is also why you use Kelvin: it avoids this 0 problem.
0K+0K is still 0K because no additional heat is being added. But you are with C and F.
In physics, you talk about adding joules to the system. Which then makes this all make a ton of more sense.
