I believe you are right about this.
It's a misguided policy approach. A misguided belief in the current corporate management mindset.
The truth is, it is the self initiating that usually do most of the actual work in any organization - the ones who get the job done in spite of the rules.
The tighter the organization squeezes, the more profit that slips through it's fingers.
You can make a corporate gulag, but then you cannot get anything done.
