If you're gonna cut out Vancouver, there's a lot more you can do.
- Chicago can become a city-state, the rest of IL can join the Republic.
- Cede the Twin Cities to Wisconsin. MN to join.
- Cede Philadelphia to New Jersey. PA to join.
- Cede New York City to New Jersey. Upstate NY to join.
- The I-5 corridor in WA and OR is split off into a new state. The remaining parts of those states to join.
- Vegas can become a city-state. NV to join.
- IN should join the Republic. MI probably can to after ceding Detroit.
- Looks like NOVA was already ceded to DC.
