They just go out and annoy public servants. I didn't watch this whole video, but the first 90 seconds leads me to believe that some asshole do this outside of a middle school and getting kids involved in their bullshit. Cameras were a good innovation overall, but really bad for stuff like this. People like this used to just get a fucking beating and I'm guessing after they spit out their chiclets, they either turned into miserable, escapist drunks or realized what colossal fuckups they are and pursued a more meaningful hobby.
