It's not a Pfizer loophole.
It is the law against vaccine manufacturers being held liable. It was passed in the Patriot Act.
The vaccine compensation act is from 1986. The program was expanded in 2010 to include 'countermeasures' like the COVID jab (done it not a vaccine as the term is commonly understood)
It was supposed to be a win-win. Injured parties could get compensation through a much simpler and cheaper administrative review, instead of litigation. The drug companies would be shielded from liability in exchange for partially funding the compensation pot. And it would encourage more companies to develop vaccines, since the significant cost of litigation would be controlled.
In practice, however, the panels are very political, require unreasonable amounts of proof that injuries are directly caused by the countermeasure, and don't pay out compensation for pain and suffering. With the COVID jabs it's even worse because there is no research statistically conclusively establishing specific harms are caused by the jab. To date, no COVID compensation has been paid to anyone.
