The panel with site info links, sub search and poal services had been displayed at all times on the right side of the page for most of these past 8 months your account has existed. The panel was only recently moved to the left side as an info and options button. There's even a sticky post right now noting that this option bar button had its position slightly changed to just below the top bar instead of on it. Click that little blue button with an arrow on it below the polar bear.
