Blackmail, credible threats, and the "Voice of God" device that supposedly exists, all used against a patsy which is especially vulnerable to said techniques would make it quite easy. That's just the shit I can think of off the top of my head. Social media and computerized filtering would make patsy selection far easier than it used to be as well. And for that bit of investment they get an airtight story with fewer loose ends.
