It's a sporting clay. Usually associated with shotgun sports, skeet and trap shooting. You traditionally toss them in the air and shoot at them like waterfowl. (Ducks, geese, & the like) They are relatively easy to break. Sometimes, like here, you see them used as a reactive target for pistols and rifles. Leaves zero doubt if you hit the target.

Okay, yeah I'm familiar with skeet shooting, just never seen it not in the air.
