If you read the thread, he clearly specifies that hes talking about 2 lane highways. So there is no "left lane" there is only one lane for each direction. Thats not camping in the passing lane, because there is no passing lane. In order to move right on a 2 lane highway, you would have to pull off onto the shoulder.
