Yep, I have seen possibly hundreds of people who use these and I have only once or twice seen a respectful use involving caring for the children appropriately, not just abusing the system to get money, not just going and getting your 'nails did' or your 'hair did', not buying drugs or other discouraged or even illegal products through loopholes, trades, selling, or otherwise scamming your cards for cash and so on. I lived and worked in that system for over 22 years, all of this is 100% obvious to anyone above the age of 7 and not retarded.
