Yes, that happens all the time, there are entire counties of people who perform exactly as you described and what you are describing is the bare minimum. If they hustle, throw in a criminal act or a working girlfriend, they live for free, sell drugs, buy guns, do crime, run trains, thefts, robberies, even illegal fucking business, yes, you got that right, just to pass the time and get things.
