Arguably the reduction in IQ by Semitic immigration is what caused the fall of Rome.
They even forgot how to make concrete, which was their thing.
A democratic republic could compensate for this by setting IQ requirements for voting and campaigning. But I expect it would still fall.

Roman concrete is pretty amazing. While they claim they can now reproduce it, they can't. They can, however, make something which approximates it but only lasts hundreds of years and not thousands.
We still don't know how they made Roman concrete. Meanwhile in Africa they were still making straw bricks.
I believe I read that Roman concrete was made from volcanic pumice. The exact manufacturing process has been lost. So many processes have been forgotten over time. How to make real Damascus steel, for example. Or ancient Chinese porcelain. Or Japanese cast iron art objects. I doubt very much if any iron foundry in the world could cast and shape and temper the massive gun barrels that were made in the Krupp Works in Germany for WW1 and WW2.
