It's easy for the charities to manufacture a perception of need in a place that the marks aren't familiar with. If you talk about the needy in their neighborhood the marks are less likely to fall for it. They start asking questions like "why does all the welfare around here not solve the problem?" and "where exactly are all these needy children, and where are their parents?". This leads to the charities as being exposed as frauds. When they create slideshows of starving children in decrepit conditions it can be an entirely fabricated video and the marks never question it. They simply assume they wouldn't know about it if it is so far away. This entire thing stems from the strategy of the scam artists known as charities.
