They call it "problematization", now. It is systematic sabotage of the whole country.

I did some research on that too btw. The earliest example of the word "problematic" I could find was used by an essay writer working for the club of rome (later the EU) who used the term to describe a complex of problems such as climate change which they saw as interrelated and could only be solved through the advent of globalism.
