Yes, but it gets very sticky because I would say that public employees do not pay into the pot; even if they pay $60k of their $200k salary, they are a net drain of $140k on the people.
Government should just get out of the "moving money around" game. No more gibs, grants (unless everything from the fruits of the grant is free for the people), most public institutions could go, etc. I wouldn't care if there was an ultra-powerful teachers' union if the government didn't control education since they would be rendered powerless if they fought against the best interests of the other stakeholders (students, families, communities).
Public workers would not be able to vote. If you want a say in where the money goes, you have to have a net positive contribution into the pot.
The only area of the country where this would be a problem is northern Virginia. Fuxk them anyway.
