Uhmmm... Gaza Strip, which is down on the SW side of the country, hugging the coast, isn't IMO in a spot where Israel would need to build a canal. Said canal would be better constructed further north, where the distance to channel would be smaller, and where interior docks could be placed near inland urban areas.
There might be some conflict regarding the West Bank of the Red Sea, but Israel annexed that a long while ago.

Yup, I'd mixed it up with the Dead Sea. Durp.
Even so, that's a loooong distance to dig a channel. It'd be much easier to double-up on the existing channel, or even dig it wide enough that it's impossible to block.

It's ~200km vs. ~150km. Longer for sure, but not unworkable, especially with modern stripmining equipment.
