When this stuff first came about, it probably was a bit of a panic, some new disease that's hitting people a bit harder than the seasonal stuff usually does. No need to be hysterical, just some common sense precautions and rules would be useful. 100 year old gramma may get it and die of it, but she's been on Death's dance card for years now. The problem came when someone realized this was the perfect opportunity to start exacting more control. And it worked wonderfully, people bought it, and bought it all while coming back and asking to buy more. Businesses realize that what happened was damaging, but many of them also bought this stuff and stocked it proudly. Now it's too late, good luck going back to where we were two years ago.
