I think they are supposed to lash their party members into the chamber when it's time for a vote. When i was in Saudi Arabia, when it was prayer time all the shops closed and everyone was supposed go to the mosque. Their were guys in brown/gold robes with 5-6 foot sticks would walk behind the crowd and hit them with their switches if they weren't going fast enough.
