Whoever the dumbass was that made this doesn't understand. That's just the name of what the funds are supposed to be allocated to. In truth? It's just bribe money or funding for something off the books. Take a look at the F-35 and how expensive it supposedly was/is to develop. Do you *really* think that fatass shitbird cost the military that much? A fighter aircraft worse than the F-22? Few real upgrades? I'll bet a good chunk of that money went to something else, but some brass or suit idiot just put "F-35" on the check.
