it's the "I'm castro. Let me keep the country in crushing poverty while I grow rich and fat. Also your daughters are prostitutes for the regime now. Also we're gonna waterboard some people because being a dictator makes you paranoid and our policies or suppression will be engaged in indiscriminately, arbitrarily, and by party members whos alienating incompetence is only surpassed by the malice only a bureaucrat and their ego can conjure."
The CCP is at least sober enough to occasionally execute mid-level party members who fuck up too badly.
When decisions are centralized with a dictator, it's potentially easier to fix problems in the society by just convincing that one person there's a better way to do things.
