What's for sure is that it's very rare for terrists to actually attack people in power, oddly

They could attack mayors for instance aligned with the current ruling party, or any mid or low level representative, it's not the hardest targets to get at, and that would send a clear message, and in some cases they would even get popular support for offing a known scum bag
