Keep Japan, Japanese. They don't need foreigners, even white ones. Instead they should be working to counter the corporate, city culture that has taken over, and instead favor large families. They have the infrastructure for commuting and could create their own version of suburbs, they just need to make it monetarily attractive to the young.
